The United Nations Human Rights Council holds its third-first regular session from 29 February to 24 March 2016, at the Palais des Nations in Geneva.

A panel to address the human rights of persons with disabilities in humanitarian emergencies

During this session, the Council will dedicate an expressive space to discuss the rights of persons with disabilities as well as to promote interactive dialogue with Special Procedures. See the programme of work of the session.

Handicap International has been invited to participate to the Annual interactive debate on the rights of persons with disabilities on Friday, 4 March 2016, 9 a.m. – 12 p.m. This panel discussion addressed the human rights of persons with disabilities in situations of risk and humanitarian emergencies, the standards set by the Convention on the Rights of Persons with Disabilities in its article 11 and the policies and practices developed under its guidance.

Handicap International’s Regional Inclusion Adviser gave an inspiring speech 

Ms. Myroslava Tataryn, Regional Inclusion Adviser, shared the three major concerns of our organisation:

  • The greater marginalisation of people with disabilities in crisis: radical changes in environment, whether due to conflict or natural disasters, drastically limit access to services and exacerbate the vulnerability of people with disabilities ;
  • People with disabilities impacted by humanitarian crises continue to be largely invisible even after a humanitarian response is well under way;
  • In spite of documented vulnerability produced by the emergency, people with disabilities continue to lack access to humanitarian services ostensibly in place to serve all people affected by the crisis at hand.
